Automated Release and Recall End User Guidance

From 19 September 2022 most releases from Custody on an Adult Licence will be automatically recorded on the day of release in NDelius, based upon an update in NOMIS.

At this stage, the only thing that will change will be the overall status and the custody location, which will move from a known location to In the Community.

While most releases will be captured, not all will be and licence conditions will not be automatically added, so release status should still be checked, and licence conditions should be added once known in NDelius as current practice.

Temporary releases and transfers to Secure Hospitals or to Immigration Detention are currently not covered by this process, although the expectation is that both will be included in due course.

At the same time, just as change of custody locations are automatically updated into NDelius already, admissions for the reason of recall will also now come through for the simple case of setting a prison location following a recall.

As with other automated processes this has limitations and so will not cope with all possible conditions at this time, but in most cases this will record the return to custody following recall and will immediately provide information on where the person recalled is now in custody.

Just as when a recall is manually entered, licence conditions will be end-dated as a result of this update. The update will be recorded on the day and so if you find by other means about a previous return to custody, please record that as usual.

The system is imperfect, but it should add benefit through timely recording in most cases and it will improve over time.

This change is an enabling change that will allow for future improvements, but it is hoped that by providing timely updates to the persons’ location there will be an immediate benefit.

Inform your local Performance and Quality Team if the service behaves in any way unexpectedly. These concerns can be escalated via P&Q teams to the national Data Stewards and so to the NDelius development team and the Integrations Digital Team.

Please note that there will be no “catch-up” exercise for recall and releases pre automation, all of which should be manually recorded as usual.
