New Home Visits Policy Framework

The Practitioners in my region will have ceased completing doorstep visits in September 2021. A new Home Visit Policy Framework with expectations in relation to the consideration, completion and recording of home visits was communicated with me and Probation Practitioners in October 2021. Home visits provide a valuable insight into the lives of a Person in Prison, whilst also supporting engagement and relationship building and better informs risk assessments. I may be required to assist my practitioners with organising visits.

Blended Supervision

The practitioners I am supporting will have the opportunity to work with their cases through Blended Supervision.  This will a mix of face to face and virtual appointments, utilising our available technology.  If a PoP is being managed through blended supervision, this will be clearly recorded on their sentence plan and in nDelius. New People on Probation (PoP) Induction Pack

Probation Practitioners will conduct a face-to-face induction with all their Person in Prison, using the core induction pack and selecting any additional paperwork according to sentence requirements. I will need to upload the induction pack to nDelius which includes the signed licence, ensuring all personal information such as accommodation and employment and the Diversity Information Form (DIF) is up to date.

There will be developments to the induction pack in coming months to maximise engagement of Person in Prison and I will be informed when this happens, as I will need to ensure my practitioners are always using the most up to date pack. The induction pack is on EQuiP. Person on Probation PoP Induction (rocstac.com) and brings together good practice from former CRCs and NPS.

A good induction setting out expectations and recording the correct information helps to ensure compliance of PoP and so ensure that they successfully complete their Orders or Licence, enabling their rehabilitation.

Diversity Information Form

The EIF (Equalities Information Form) will be replaced by the Diversity Information Form (DIF), which will be communicated and made available via Equip in November 2021

The DIF will be created either by Practitioners at induction, or by Case Administrators in court and uploaded on creation of an event (part of the quality monitoring within personal details) on nDelius. I will need to ensure any protective characteristics are recorded and that there is no missing data before the case is allocated to a Practitioner. Performance measures in place help us to ensure that local services meet the complex and diverse needs of our Person in Prison, and I will need to monitor the related report to ensure these measures are being met.

Prison OM to Community OM handover

If my Practitioners manage resettlement cases, I need to be aware of the expectations of the Prison OM (POM) and Community OM (COM) handover, which sees my practitioners working with Pre-Release teams and POMs in prison, to support access to Prison based services and ensure continuity where required, into the community.

Prior to release, a Person in Prison (PiP) on Standard Determinate sentences with more than 10 months to serve, will receive a minimum of one in-person supervision session in the final three months before their case is handed over to the community. This requirement applies to all cases irrespective of tiering levels.

As per the current performance measure, I will receive a report generated 28 days prior to any POM-COM handovers, and will need to email the POM, COM and Prison OMU mailbox advising them of the dates the handover needs to take place by.

I will send a reminder diary alert to the COM, for both one month prior to the deadline, and two weeks respectively. Setting up alerts have encouraged POMs and COMs to arrange a handover prior to release.

Research shows that a smooth transition from custody into the community, with resources in place is more likely to ensure a People in Prison integration into their community and so aid rehabilitation.  Additionally, it will ensure that there is continuity in the management of risk, therefore protecting previous and protentional victims.
