PSR alternative delivery model (ADM)

The delivery model being tested has three key components:

These have been identified by the Probation Service, MoJ Policy and HMCTS and are intended to be evaluated as a cumulative package.

Part 1

PSR before plea protocol

Identifying service users earlier and creating a PSR before the 1st hearing date

It is worth noting that the PSR before plea protocol (part 1) is already being rolled out nationally as part of efforts to improve the administration of justice due to the impact of Covid-19. The pilot will reinforce this part of the process and measure the impact.

Part 2

Ensure priority cohorts receive written short format report

Ensuring that priority cohorts receive a written short format report (females, young adults and those at risk of custody).

If a written short format report cannot be produced on the day, the Judiciary is encouraged to provide probation up to five working days to complete one, subject to listings and probation availability.

Part 3

Improve delivery of on-the-day PSRs

Improving delivery of on-the-day PSRs through a better learning package for probation and changes to the Effective Practice Framework (EPF)

For those who cannot be identified earlier in the process (part 1) or are not considered a priority cohort (part 2), improving the quality and efficiency of on-the-day PSRs is our final part of the future process.
