CRS services are enforceable appointments for use for People on Probation with a Rehabilitation Activity Requirement (RAR) as part of their RAR Activity Days and for those on Licence. 

For those in custody who will be released on Licence, referrals can be made for Accommodation and Mentoring (which is part of the Personal Well-Being Service) 

Making and referral and accepting the proposed plan in the Refer and Monitor (R&M) doesn’t need to be done by the same person.

The referral and the proposed plan – as well as being in R&M, will link to an NDelius contact.

This means any colleague absence can be covered by whoever has access to the case.

CRS providers will input all information via the Refer and Monitor (R&M) system, which automatically uploads to NDelius

Services from Commissioned Rehabilitative Service suppliers are for all People on Probation, regardless of risk level, offence type or other issues. It is only pre-Day 1 referrals that are limited to high Risk of Serious Harm (RoSH) cases.

The Centralised, Operational, Resettlement, Referral and Evaluation (CORRE) Hub is a key element of the Wales unified model design and provides an interface between Probation Practitioners and the interventions landscape. The CORRE Hub will assist Probation Practitioners by identifying suitable interventions, helping to build sentence plans, completing referrals and keeping the sentence on track. Taking these time-consuming functions away from Probation Practitioners will allow them to better focus on their supervisory responsibilities, leading to better outcomes for supervised individuals.
In Wales, CORRE Practitioners will support the Probation Practitioner by selecting the most appropriate intervention and then making the referral on their behalf, via the `Refer and Monitor’ tool. The `Refer and Monitor’ tool allows a secondary contact point, in Wales the CORRE Practitioner and the Probation Practitioner will be added.

CORRE Practitioners:
In Wales the following tasks are completed by the CORRE Practitioner:

  • Find an Intervention
  • Make a referral

Probation Practitioners:
The Service Supplier needs to complete the service users action plan. Once the action plan is sent for review and approval, the Probation Practitioner will receive an automated email notification with a link to the service user action plan to approve it. Once approved by the Probation Practitioner (i.e. in Wales the Probation Practitioner managing the case), the service user action plan can be delivered and sessions can be scheduled.

Referrals will generally be undertaken by the Community Offender Manager (COM). However, former enhanced Through The Gate (eTTG) staff may be best placed to do so as hey will have detailed knowledge of the case. This however must always be following discussion and agreement with the COM.

For People in Prison at the start of a long sentence where a COM is not allocated but a Prison Offender Manager (POM) is, TTG staff can refer to Commissioned Rehabilitative Services (CRS) accommodation providers at the start of sentence to support giving up a tenancy. POMs can provide risk information for the referral if needed.
