Your transfer to the new probation service

26 June 2021 is the first day of our new, unified probation service and is the day that your employment will transfer to the new probation service (HMPPS).

There are a number of stages to the transfer process, to ensure that you can transfer successfully and that you are prepared, supported and informed about what the transfer will mean for you.

On these pages you can find information and resources to help you better understand what will happen in the coming months.

Some of you may be moving to a dynamic framework provider, not to the new probation service. If this is the case for you then the timeline below is likely to be inaccurate for you. Please reach out to your current employer if you have questions about your transition.

The transfer timeline

This transfer timeline has been designed for staff who are transferring in to the new probation service in June 2021. It explains the key stages of the transfer process and the activities that will happen to prepare and support you ahead of your transition. Many of the activities listed are ongoing and are likely to impact different organisations at differing times.

  • December 2019

    Offender management in Wales transitions

    Responsibility for all offender management in Wales transfers to the NPS, providing valuable insight ahead of transition in England and the creation of our new unified Probation Service.

  • Oct / Nov 2020

    Assignment

    You should hear from your current employer about whether you are in scope to transfer to the new probation service (HMPPS) or a Dynamic Framework provider.

  • Dec / Jan / Feb 2020/2021

    Consultation begins

    Consultation is a period of formal discussions between Trade Unions / Employee Representatives and current employers, supported by the NPS. The discussions are about proposed changes for transferring staff. Consultation will begin and end at different times for different organisations. It is likely to end in March/April 2021.

    Pre-transfer placement

    This activity is only for a small number of NPS operational ACOs and the CRC equivalents who are key to assuring operational stability, providing leadership to operational teams and ensuring the smooth running of services.

  • February onwards

    NPS technology roll out begins

    Technology roll out will happen at different times for each organisation, beginning in February.

  • April - June

    Role alignment

    Between April and June, all staff will have their job role aligned to roles in the NPS, HMPPS or MOJ. This includes staff whose role will stay the same as well as those whose role may change (such as some corporate services roles). If your role is going to change, this will not happen until after the transfer. You will be informed of any changes between April and June.

  • April - June

    Assimilating pay

    After role alignment is complete, pay will be aligned to the NPS pay scales for staff who are covered by the National Agreement (NA). Your pay will not change until you have transferred in June. Staff not covered by the NA will transfer on their existing pay.

    Transfer letter

    You will receive a personalised letter that clarifies your key employment details before your transfer.
