Our new Probation Service

A published Target Operating Model outlines how we will deliver probation services in England and Wales.

Implementation began on 26 June 2021, with work continuing for several years until our model is fully established. It provides a common understanding of our aspirations and what the future system will look like. It’s an evolving document, with updates that reflect lessons learned and developments in the criminal justice system

What’s already happened

A unified Probation Service has been created. It takes the best from CRC and NPS practices to establish a sustainable long-term model that provides public protection, credible options for sentencers and tackles the often-complex causes of offending.

The main changes

  • From 26 June 2021, all people on probation began being supervised by the new Probation Service
  • The Probation Service delivers key interventions, including Accredited Programmes, Structured Interventions, and Unpaid Work
  • The voluntary and private sectors continue to have a role in delivering a range of local, high quality resettlement and rehabilitative services, offering valuable opportunities for rehabilitation
  • 11 new probation regions in England and one in Wales drive greater cooperation with our regional partners and improve outcomes in areas such as health and accommodation, which directly contribute to reducing reoffending.
