The Offender Management in Custody (OMiC) model’s vision

Everyone in prison should have the opportunity to transform their lives by using their time in custody constructively, to:  reduce their risk of harm and reoffending;  plan their resettlement;  and improve their prospects of becoming safe, law abiding, valuable members of society.

The OMiC model makes transformational improvements in the way prisoners are supported and case managed through their sentences, by:

  • Providing significant investment that enables frontline staff to build effective prisoner relationships
  • Moving responsibility for case management into the prison for the duration of the custodial period
  • Prioritising case management resource allocation based on risk, sentence length and complexity of need
  • Introducing the Prison Offender Manager (POM) and Head of Offender Management Delivery roles into prison offender management units, increasing risk management and team expertise and experience
  • Ensuring POMs delivering offender management and prison key workers are suitably skilled and supported
  • Delivering a bespoke offender management model for female offenders
  • Delivering some bespoke features to support resettlement activity in the male open estate
