All candidates offered a PQiP role in HMPPS must successfully pass pre-employment checks (vetting) before they can be issued with a contract and take up a post.

Vetting applies to all candidates ie external, existing PSOs or other grades already employed by the Probation Service or wider MoJ.  The necessary levels of security vetting for the PQiP role are:

  1. HMPPS Enhanced Level 2 (EL2)
  2. Non-Police Personnel Vetting Level (NPPV)

When applying to join the PQiP programme you will be asked for various forms of identification.  It is important you ensure you have the correct identification otherwise your application may be delayed and potentially unsuccessful.

Yes please! A copy of ID is required at time of processing you through the onboarding process. ID will be shared electronically only and is prescribed from a standard list BUT DOES NOT HAVE TO BE THE SAME ID THAT WAS SHARED INITIALLY WITH THE VCP.

For many of you it will have been some time since you accessed the vetting portal. We have noticed some issues with re-setting passwords where staff now have a different work email address. We are in the process of correcting all email addresses and will be writing out to all of these staff. With this email there will be a new link into the portal. However, if this scenario applies to you please do contact SSCL as we will be able to rectify any issues immediately.

No, if you have been subsequently vetted you will not have to complete this vetting request. If contacted, please can you confirm your status with SSCL or your regional SPOCs so that we can remove you from the notification lists.

You will have seen that there is a big exercise underway to recontact all legacy staff. This has been distributed in cohorts alphabetically. We may not have reached you yet so please contact SSCL if you are in any doubt as to the status of your vetting.

Internal applicants to HMPPS roles still need to undergo the vetting process in the same way as external candidates.  For many probation roles, including PQiP, NPPV2 vetting is also required to be undertaken/renewed during the recruitment process.  As with all HMPPS recruitment, the onus is candidates to provide the vetting documents and qualification evidence required.

Enhanced Level 2 is the minimum vetting requirement set by HMPPS for all employees, which includes an OH questionnaire.

NPPV2 (visor) is an additional requirement for the majority of roles within the probation service.  From PQiP10, the business decided that all new joiners to the PQiP programme would undergo NPPV2 as part of the recruitment process, including internal candidates.

It’s unlikely that you’ll be in a position to join the PQiP programme.  It’s therefore essential that candidates immediately respond to emails/links sent by the SSCL vetting team and from the visor vetting team (Warwickshire Police).  If candidates fail to engage promptly, it means their vetting does not start on time and the longer they leave it, the less likely they are to clear pre-employment checks in time for fixed start date.  Please note, the visor links time-out after 20 days; and are re-set and re-sent. This will continue automatically until candidates respond to the links and provide the information requested – however this doesn’t mean that candidates still have enough time to pass in time for the fixed start date.

Please update your address on the application centre and upload your docs with your new address on them so they match.

You can upload your driving licence for your proof of ID and address, as well as your birth certificate (with a document that shows your NI Number)

Yes, all candidates – including internal candidates – need to provide proof of your level 3 qualification, or above, on the day as well as your vetting documents.

You will need to obtain a certificate from the provider of your qualification, either City & Guilds or Skills for Justice. If you do not have copies of previous certificates, you may be able to request them from here

Please supply your marriage certificate available as well to evidence your surname change.  If a marriage certificate is not available, the vetting team may accept another document showing your pre-marriage name.

Yes, you can show your level 4 qualification instead of your level 3 as minimum eligibility criteria is level 3 or above.

Yes, you can evidence it with a valid transcript from the university to evidence you have passed the required elements to attain level 5.

It needs to be the original documents.  If these are no longer available, please ask the education provider for transcript.  You may be able to request this from here

Please check that you applied to the correct campaign. If you applied to the PQiP Internal or External campaigns, then a level 5 qualification is the minimum requirement.  If, however, you applied specifically to the PSO Progression campaign, then a level 3 is the minimum requirement however, if the system won’t upload, ring the Contact Centre as it may be a temporary technical glitch.

Request the certificate urgently from your training dept explaining its required for career progression.  You could go straight to the training provider bypassing your training dept and ask for evidence by issuing a transcript instead.  If it’s a CJL related course, such as VQ3 in Probation Practice, yay be able to request a copy from here
